Against the backdrop of local decentralization drive of Roh Moo-Hyun administration, restructuring of special regional administrative agencies is the first and foremost agenda along with introducing autonomy in education and police. Due to its wide range of special regional administrative agencies in local provinces, South Korea was asked to iron out the problems arising from it. Among them, the violation of local autonomy system, job duplications, difficulties in controling and assessment, and unabridged gaps between power and accountability of related agencies were suggested as the most urgent issues. For that end, restructuring principles such as complementary, responsibility articulation and customer-oriented were needed to apply. Roh administration and its committee have initiated the reforms on the basis of those principles, targeting 257 special agencies nationwide in 9 areas. However, the efforts failed on several reasons. The decentralization policy did not secure its advocacy groups as well as full support of president and his administration followed by the short of strategic choice. These factors is called to take into consideration if decentralization policy on special regional administrative agencies is successful down the road.

This study is intended to investigate the gender identity of woman in feminist public administration, thereby finding out policy implications embedded in it. To that end, this article analyzes the frames of feminist public administration concerning gender identity on the basis of social constructivism. The finding results indicate that feminist public administration has a major gender frame, “difference," understanding that woman is different from man in engaging public matters. Further, it criticizes the limitations of mainstream public administration and also wants to go beyond it by mainstreaming woman. Despite the differences within, feminist public administration has two pillars for policy orientations, namely being in pursuit of both deconstruction and reconstruction of the mainstream public administration.

This Article is to study the culture policy of local government with the survey on the actors of culture policy of Sunchon-City. Firstly it is discovered that the cognition about the type of culture on which Sunchon-City are focusing differs quitely. Secondly since the object of culture policy of local government is clusters of different characters, it is important to distinguish the character and the purpose of culture festival to implement it successfully. Thirdly the different cognition of actors about culture policy would be condition which makes conflict, so the effort of local government to improve the citizen``s participation. Fourthly leader of Sunchon-City is powerful on the process of culture policy. This shows that the change of leader may impact the consistency of culture policy. It is necessary to review the design of institution which could make culture policy be unswerving from the long-term perspective.

Decentralization policy was one of the core national agendas in the Rho Muhyeon Administration. Though many actions and roadmaps were implemented during past 5 years, their performances have not been well-reached to the local governments and local societies. Some critical problems resulted from the incongruence between the policy approaches and objects. Those trial and errors may give meaningful policy implications for new government. I tried to find the logical reasons of poor policy performances in view of decentralization theories; localism, new public management, and new governance. This paper has three subjects, as follows. First, I analyzed the commons and differences in three theories and found out trade-offs factors among those theories. Second, I reviewed the local financial management tools and issues of central government since the late of 1980. Finally, I suggested a few policy recommendations based on the view of new public management theories.

Since local autonomy system in 1995, There is still a asymmetric functional allocation between central-local governments in the delivery system of welfare for the elderly. In this context, this study suggests policy implications in the institutional level for improving efficiently a role allocation between central-local governments in the delivery system of welfare for the elderly. in this regard, This study analyses the National Basic Livelihood Security System and In-Home (Care) Services for the elderly in that the National Basic Livelihood Security System is increasingly influencing on the welfare for the elderly and In-Home (Care) Services for the elderly is most being occupied by public providers in the delivery system of welfare for the elderly. Based on the findings of this analysis, this study``s policy implications are as follows. First, explicit criteria for functional allocation between central-local governments should be prepared for in the short term. Second, it is necessary to promote a fundamental strategy of decentralization for local finance equalization scheme along with the central government``s fiscal role on the central level. Third, this study proposes to activate the intergovernmental dispute resolution mechanisms and legal and institutional apparatuses must be established for legal bonding of intergovernmental agreements.

This study examines the change of social service delivery system in local government with four principles of social welfare service delivery system - unification, accessibility, comprehensiveness and professionalization. The results show that delivery system changed has reflected unification, accessibility and comprehensiveness well, except professionalization, especially for the problem of the supplementation of general administration personnel to welfare agents. This results implies that the government need to train under specialized public servants and give them licence after them working for years as a welfare service delivery agents. This study proposed three further study area. First, it is necessary to study in depth the methods and ways to train under professionalized agents. Second, after implementing new system for a while, it is required to monitor the system with the other principles - accountability, equality and continuity. Third, it is necessary to evaluate the balance of distribution of the function between central and local government.

The aim of this study is to find out the effect of urban housing deterioration on urban socio-economic decline. For this purpose, the study primarily focuses upon existing studies on the relationship between urban housing deterioration and urban socio-economic decline. In the main part of the study, it examines the possibility of reconstructing deteriorated high-rise apartment estates in metropolitan cities in Korea through a case study of Hulme in Manchester, which has successfully achieved neighbourhood regeneration. The result of the study is that there are some differences in the condition of reconstructing deteriorated high-rise apartment estates between Hulme in Manchester and metropolitan cities in Korea. The most problematic aspect of reconstructing the estates is economical efficiency that metropolitan cities in Korea seem not to be able to secure. As the differences, unlike the successful regeneration of Hulme, it seems to be almost impossible to reconstruct deteriorated apartment estates in metropolitan cities in Korea, which might lead to further decline in socio-economies of the areas.

An empirical analysis has been conducted to assess the effect that cooperative Network and differences in regional industrial structures, which are elements of the theoretical examination of the regional innovation system, have on the innovative activities of businesses located in the region. In particular, six types of cooperative relations have been clarified through a factor analysis. This study features an empirical analysis, which can be generalized using sufficient samples, of the effect that the different cooperative relation types have on technological innovation depending on the varying industrial technology levels(high-tech vs low-tech). Logistic regression analysis and general regression analysis were employed to build the empirical analysis models in order to analyze the effect that the characteristics of business, structure of regional industries as a agglomeration economies, the pattern of cooperative network on the business`` innovation performance.

This article is to study Salary of local assemblymen analytically. Recently, there are issues of local assemblyman. Particularly, After they changed regulation in salary from nonpayment, it raised about 60-80% on average for two years regardless thinking of citizen. We try to analyze the raised salary whether it increased by statement in law or not, statistically. And by some cases(Gwangju and Jeonnam), how did they raise salary in local politics. We interviewed committee members of salary in local government. By this case, this article have a figure is drawn of local governance and study this research, we suggest alternative plans of salary of assemblyman in local government.

A central government has still dominated financial sources even after the revival of local autonomy and local government has itself tended to lean on central government rather than to guarantee its own finances. Besides, Government has promoted local decentralization as a main national task, but the system which can measure the level of decentralization and reflect it in the policy is not prepared fully. Under these critical mind, this study analysed the fiscal decentralization performances of our successive governments in three dimensions, including self-financial authority, expenditure decentralization level, and revenue decentralization level and then proposed basic directions for settling fiscal decentralization on the basis of these results. In short, Analysis showed as follows. In the respect of self-financial authority, the autonomy of local government is not assured on the whole. On the other hand, in the side of expenditure decentralization level, fiscal decentralization has progressed slightly on account of fiscal increment. In this case that a revenue decentralization level is lower than a expenditure decentralization, it is difficult to ensure self-responsibility based on self-decisive right of finance. Accordingly, revenue decentralization is intended hereafter. The directions proposed by this study are as follows. First of all, it is needed to reorganize so that local``s own revenue is the core at the local finance. Second, tax items which can reflect the benefit of public service should be given more weight by increasing taxing autonomy of local government.
